Description

The Central Midlands Council of Governments (CMCOG) is seeking proposals to develop a watershed‑based plan that will address bacterial impairments in the Kinley Creek, Rawls Creek, and Lorick Branch sub‑watersheds located in Richland and Lexington Counties, SC. The effort is funded in whole or in part by the EPA’s Safe Drinking Water State Revolving Fund, so all federal EPA requirements apply. This consulting engagement will involve data collection, water‑quality analysis, stakeholder coordination, and the creation of a comprehensive management plan to improve water safety and compliance. • Scope: Development of a detailed watershed‑based plan for three sub‑watersheds. • Funding: EPA Safe Drinking Water State Revolving Fund (grant number 4D‑04D00325). • Requirements: Must comply with federal EPA funding conditions and deliver a complete, actionable plan.

Budget estimate

$150,000 – $300,000

No contract value is disclosed, but similar watershed planning projects funded by EPA typically range from $150,000 to $300,000 for a multi‑disciplinary consulting team. The estimate assumes a 6‑12 month effort, covering data collection, analysis, stakeholder outreach, and final report delivery. Factors influencing the final amount include the depth of data required, the number of stakeholders involved, and any additional deliverables mandated by EPA.
