Intent to Sole Source for Drought Planning Research Services

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a purchase order on a sole source basis to the Regents of the University of Colorado for drought planning research services. The services will be performed in Boulder, CO, and the period of performance is from 8/1/2026 to 1/31/2028. The sole source determination is based on NOAA's requirement that the University of Colorado is the only vendor that possesses the expertise for information clearinghouse for the societal dimensions of hazards and disasters. * The University of Colorado has a unique and highly specialized nature that makes it the only entity that can meet the needs of NOAA's mission. * The services include drought planning research and information clearinghouse for the societal dimensions of hazards and disasters. * The University of Colorado has confirmed that it is the sole source for this requirement. * Firms that believe they can fully meet the government's requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact within 15 days after publication of the pre-solicitation notice.
