Raw Water Quality Study for the Charles E. Meyer Desalination Plant

The City of Santa Barbara is seeking a qualified consulting team to execute a comprehensive two‑year raw water quality study for the Charles E. Meyer Desalination Plant. The effort includes reviewing existing intake operations, developing a detailed monitoring plan, installing and validating instrumentation, conducting ongoing data collection, and delivering a final technical report with recommendations for long‑term monitoring. The consultant must possess at least ten years of marine biology, ecology, or phytoplankton monitoring experience and demonstrate recent comparable work for public water utilities. • Develop and validate a Raw Water Quality Sampling & Monitoring Plan (physical, chemical, biological parameters, frequency, locations). • Design, install, and commission monitoring equipment; provide SOPs, training, and ongoing troubleshooting support. • Collect, analyze, and report data over a 24‑month period, issuing regular progress updates and a final technical report with recommendations. • Coordinate with the City’s IDE contractor for sample handling, lab analysis, and integration with plant operations. • Deliver all deliverables electronically via PlanetBids by the stated deadlines.
