ODH Women Infant and Children WIC Electronic Benefit Transfer Processor Services

The Ohio Department of Health is seeking a qualified vendor to provide electronic benefit transfer (EBT) processing services for the State’s Women, Infants, and Children (WIC) nutrition program. The contract will cover design, implementation, operation, and ongoing support of the WIC EBT system, ensuring compliance with state IT policies, data security standards, and federal WIC regulations. The solicitation includes detailed cost proposal workbooks and a scope‑of‑work exhibit that outlines the required functionalities and performance metrics. • Deliver and maintain a secure, statewide WIC EBT platform that processes transactions, validates PANs (now 19‑digit), and integrates with existing state systems. • Provide core services, including transaction processing, reporting, system administration, user support, and disaster recovery according to the updated Schedule 2 CPCM. • Meet all data security and privacy requirements (exhibit 1) and adhere to Ohio’s State IT Policy Standard (exhibit 2) and the Master Services Agreement (exhibit 3).
