Annual Utility Audit Services

The City of Tacoma is seeking a nationally‑recognized CPA firm to perform comprehensive financial‑statement audits of its five municipally‑owned utility entities (Power, Water, Rail, Sewer/Wastewater & Stormwater, and Solid Waste Management) for each of the fiscal years ending December 31, 2026 through 2030. The audit must be performed in accordance with GAAP and GAGAS, include debt‑service compliance reviews, and deliver management letters and optional training sessions. The contract is valued at approximately $1.45 million over a five‑year base term, with potential two‑year extensions. • Audit all five utility stand‑alone financial statements for FY 2026‑2030. • Provide audit opinions, debt‑service/bond‑reserve compliance reviews, and management letters within five days of report issuance. • Offer two CPE‑qualified training sessions per year and handle EPA‑related attestations as required. • Must be a Washington‑licensed CPA firm with at least five years’ experience in governmental and utility audits, maintain a local office, and supply detailed fee proposals (not‑to‑exceed per year).
