The solution must ingest utility data via APIs, OCR/PDF uploads, and manual entry; support data migration for roughly 10,100 meters across 14 agencies; provide robust training, change‑management, and accessibility compliance (WCAG 2.1+). The vendor must demonstrate high data‑accuracy (≥90%), system uptime (≥99%), and 8 am‑6 pm MT support with multiple channels.
