CMI Intoxilyzer 9000 instruments

The Colorado Department of Public Health and Environment (CDPHE) is seeking to procure Intoxilyzer 9000 instruments, parts, and accessories from CMI, Inc. The Intoxilyzer 9000 is the sole mechanism of evidential breath alcohol testing used in enforcement of Colorado's impaired driving laws. The program requires the procurement of new models to replace older models that are no longer repairable, as well as parts for repairs and accessories requiring replacement. The estimated dollar amount for the life of the project is $400,000. • The program currently maintains, repairs, and annually certifies 225 Intoxilyzer 9000s. • The instruments are owned by CDPHE but are placed at and used by law enforcement agencies across the state. • CMI is the only vendor that sells the Intoxilyzer 9000 instrument. • The program has an annual budget of approximately $550,000 for all personnel and operating expenses. • The procurement is justified as a sole source because CMI is the only vendor that can supply the required goods and services.
