Request for Proposal for Mental/Behavioral Health Professionals within 911 Dispatch Center for the Division of Police/ Division of EMS /911 Communications Center, Department of Public Safety

The City of Cleveland is seeking proposals from qualified Mental/Behavioral Health Professional consultants to provide on-site support within the City of Cleveland’s 911 Communication Center. The selected consultant will assist call takers and dispatchers in identifying, assessing, and managing emergency calls that involve individuals experiencing mental or behavioral health crises. The scope of work includes providing two licensed Mental/Behavioral Health Professionals, offering real-time consultation and de-escalation support, coordinating with community resources, collecting and maintaining data, and providing monthly and periodic reports. The consultant must have experience providing similar services to other public safety telecommunications facilities and must comply with all applicable laws regarding confidentiality, HIPAA compliance, and data security. • The consultant will provide on-site support within the City of Cleveland’s 911 Communication Center. • The consultant will assist call takers and dispatchers in identifying, assessing, and managing emergency calls. • The consultant will provide two licensed Mental/Behavioral Health Professionals. • The consultant will offer real-time consultation and de-escalation support to callers during active calls. • The consultant will coordinate with community Mental/Behavioral health resources and crisis response teams. • The consultant will collect and maintain data on the Mental/Behavioral Health Professional’s interventions, call outcomes, and referrals. • The consultant will provide monthly and periodic reports on program data and performance to designated program partners.
