Description

The City of Reno is seeking qualified developers, investors, and development teams to purchase and redevelop a 1.2‑acre downtown parcel (264 Keystone Avenue) that currently houses a vacant former police evidence‑storage facility. The RFP calls for a comprehensive redevelopment concept, including conceptual design, site‑plan, zoning/variance justification, financial package, and a purchase offer. The City will evaluate proposals on a points‑based scoring system and reserve the right to negotiate, reject, or modify proposals. The successful proposer will enter into a purchase agreement (subject to City Council approval) and must meet all pre‑closing conditions, including title clearance and provision of a staff report. • Transfer ownership of the 1.2‑acre former evidence‑storage site to a qualified developer. • Submit a redevelopment concept that complies with MD‑NWQ mixed‑use zoning, includes design, parking, streetscape, and sustainability elements. • Provide a full financial package (cost estimate, financing sources, pro‑forma, and purchase offer) and demonstrate financial capacity. • Address existing permanent easements (Union Pacific Retrac wall, storm‑drain, Keystone retaining wall) and any required variances. • Deliver the proposal electronically via the PlanetBids portal by 5 pm PST on 4 Sept 2026.

Budget estimate

$200,000 – $500,000

The solicitation does not disclose a contractor fee; the primary financial driver is the purchase price (average FMV $2.67 M) and the developer’s own investment. Consulting, design, and due‑diligence services that a bidder would typically provide for such a redevelopment can range from $150 k to $600 k depending on scope (conceptual planning, financial modeling, and entitlement work). Assuming the client would act as the lead developer and retain a professional services team, the net earnings from the project could realistically fall within a $200 k–$500 k band after covering acquisition costs and construction. This estimate reflects typical market rates for similar mixed‑use downtown redevelopment projects in Reno.
