Description
The Pease Development Authority is seeking a qualified consulting firm to develop and implement an air‑service development program for Portsmouth International Airport at Pease (PSM). The firm will conduct market analyses, engage airlines, coordinate with community stakeholders, assist with grant applications, and provide forecasting and reporting. Deliverables include an initial strategic plan within 90 days, quarterly status reports, and a final strategic recommendation report.
• Conduct demographic, economic‑trend, and travel‑behavior analyses to identify viable new or expanded airline routes.
• Engage airline network planners, represent PSM at conferences, and support negotiations and follow‑ups.
• Coordinate community coalitions, assist with SCASDP and other grant applications, and develop incentive program recommendations.
• Provide data‑driven forecasting using tools such as Diio Mi and ARC, and produce quarterly performance reports and passenger surveys.
