Description

Dakota County is seeking qualified contractors to conduct civil‑commitment screening examinations and produce written support statements for individuals in detox, jail, community, or hospital settings. The contractor must supply qualified examiners (physicians, psychologists, advanced‑practice RN, or PA) who can complete a comprehensive assessment—including medical history, mental‑status exam, substance‑use evaluation, and treatment recommendation—within a tight 48‑hour turnaround, and deliver the reports electronically in WCAG 2.1 AA‑compliant format. Payments are fixed per assessment with mileage reimbursement, and the contract runs for three years (2027‑2029) with possible renewal. • Provide examinations and written support statements for civil‑commitment petitions (Rule 79 Diagnostic Assessment Form required). • Must meet statutory examiner qualifications (MN Statutes 253B.02) and maintain required insurance, background checks, HIPAA compliance, and data‑security standards. • Compensation: $428.75 standard rate, up to $644.16 maximum per assessment; mileage reimbursed; invoicing within 30 days, payment within 35 days.

Budget estimate

$100,000 – $500,000

The RFP specifies a per‑assessment payment of $428.75 – $644.16. Assuming an average of 150–250 screenings per year over the three‑year contract (typical for a county‑wide program), total earnings could range from roughly $100,000 (150 × 3 × $428) to $500,000 (250 × 3 × $644). The actual amount will depend on the volume of requests, travel mileage, and any additional services (e.g., interpreter costs).
