Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) is conducting market research to find possible vendors for an Imaging Variant (IV) Specular Inspection and Diagnostic Ring (SpIDR). The SpIDR is an advanced and semi-automated tool that performs RF measurements and images on non-metallic materials. The contractor shall provide one IV-SpIDR with low band antenna and additional accessories, install it onsite at NSWCCD, and provide training. The IV-SpIDR must meet or exceed certain technical specifications, including being TAA compliant, compatible with NSWCCD's Keysight Vector Network Analyzer, and having advanced imaging capability. Some key features and requirements of the IV-SpIDR include: • Mechanical support fixture that can support antenna feed positioners and azimuthal positioners • RF Sub-system with RF amplifiers, antennas, and required cables to support 2-40 GHz measurements • WRD-150 Low Frequency Antennas that can support 2-4 GHz measurements • Advanced Imaging Capability to image RF targets • EMPIRE software for native calibration capabilities, multi-stack coding, and de-embedding • Ability to perform hemispherical scans from -180° to 180° azimuth and 0° to 90° in elevation • Dual polarization antennas for TE and TM measurements • Room temperature sample holder • Scattering RCS table • Vacuum chuck • Supports Windows 11 • Power requirement: 110-240 VAC • Power Frequency: 50-60 Hz • Full documentation for maintenance, spare part, and operation support

Budget estimate

$500,000 – $2,000,000

The budget for this contract is likely to be in the range of $500,000 to $2 million, considering the complexity and technical requirements of the IV-SpIDR system. The cost will depend on factors such as the specific features and accessories provided, the installation and training requirements, and the level of support and maintenance needed. The Navy's budget for research and development, as well as the cost of similar systems in the industry, may also influence the budget amount.
