RFP STRATEGIC PLANNING CONSULTING SERVICES

The Housing Authority of the City of Charleston is seeking a qualified consulting firm to develop a comprehensive strategic plan that will guide the Authority’s housing initiatives over the next several years. The effort will include data collection, stakeholder engagement, analysis of current operations, benchmarking against best practices, and the creation of actionable recommendations and implementation road‑maps. Deliverables are expected to be a written strategic plan, presentation to the Authority’s leadership, and supporting documentation such as market analyses and risk assessments. • Conduct a full assessment of CHA’s existing housing programs, policies, and operational performance. • Facilitate workshops and interviews with internal staff, external partners, residents, and other key stakeholders. • Produce a forward‑looking strategic plan with clear goals, objectives, performance metrics, and an implementation timeline. • Provide guidance on resource allocation, funding strategies, and potential public‑private partnerships. • Deliver final reports and presentations in both electronic and hard‑copy formats.
