Description
Illinois Tollway is seeking a single offeror (or consortium) to design, construct, finance, lease, operate, and maintain fuel‑service facilities at its five “Oasis” locations (nine stations total) for a 25‑year exclusive lease. The contractor must replace underground storage tanks, install new fuel dispensers, provide 24/7/365 fuel service, renovate convenience‑store areas, add at least two Level‑3 EV chargers per site, maintain site utilities, and handle snow/ice removal and other routine upkeep. The award will incorporate a BEP utilization goal of 18 % and a VBP goal of 1 %. All proposals must be submitted electronically via BidBuy with required attachments (vendor disclosure, technical response, offer, diversity commitment, utilization plans, and pricing spreadsheet).
