Request for Expression of Interest - Medical Assistance Ambulance Transportation Services

The Cecil County Health Department is seeking to contract with qualified providers to provide ambulance transportation services to and from non-emergency medical services for eligible Medical Assistance Program clients and certain other Health Department clients residing in Cecil County. Services shall be reimbursed on a flat-rate basis, plus a per-passenger-mile rate, for Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services. The fixed reimbursement rates are $300.00 base rate plus $8.50 per mile for BLS, $408.00 base rate plus $8.50 per mile for ALS, and $1,000.00 base rate plus $8.50 per mile for CCT. Key points to consider: • The provider must have vehicles, vehicle drivers, and providers that comply with all local, state, and federal statutes and regulations and have all required licenses. • The provider must agree to prohibit their drivers from smoking in the vehicles when transporting clients. • The provider must be available to provide transportation services throughout Cecil County, the greater Baltimore Metropolitan area, and Wilmington, Delaware, unless they restrict their service area by ZIP codes. • The provider must submit an Expression of Interest form, which includes company information, authorized representative information, and any limitations to services. • The provider must furnish proof of insurance, bodily injury liability, and property damage liability with their Expression of Interest.
