The DeKalb County School District (DCSD) seeks a qualified vendor to design, implement, and manage a turnkey School Bus Stop‑Arm Enforcement Safety Program. The program’s goal is to reduce illegal stop‑arm violations, improve student pedestrian safety, and enforce existing traffic laws around school bus loading zones. The awardee will be responsible for all aspects of the solution, including engineering design, installation of cameras and signage, development of educational materials, data collection and reporting, ongoing enforcement support, and program administration. The contract will be awarded only after Board of Education approval and is subject to standard DCSD procurement, insurance, and compliance requirements (E‑Verify, background checks, etc.).

• Install and maintain bus‑stop‑arm camera systems and related signage across DCSD bus routes.
• Produce brochures, manuals, websites, and public‑awareness materials.
• Collect, analyze, and report violation data to DCSD.
• Manage day‑to‑day program operations, including staffing, travel, per‑diem, and administrative overhead.
• Comply with DCSD insurance, background‑check, E‑Verify, and Georgia security/immigration certifications.
• Must register as a DCSD vendor and attend optional pre‑proposal conference (Aug 20, 2026).
