Description
The Pease Development Authority (PDA) of New Hampshire is seeking qualified consulting firms to provide Air Service Development (ASD) services for Portsmouth International Airport at Pease (PSM). The work will focus on market analysis, route development, airline engagement, stakeholder coordination, grant support, data forecasting, and reporting. The solicitation is a qualification‑only RFQ; selected firms will later be invited to submit price proposals.
• Conduct demographic, economic‑trend, and travel‑behavior analyses of the airport’s catchment area.
• Identify viable new or expanded airline routes and prepare business cases for airlines.
• Engage with airline network planners, represent PDA at conferences, and support grant applications (e.g., SCASDP).
• Deliver an initial strategic plan within 90 days of award, quarterly status reports, and a final strategic recommendation report.
• Requires compliance with PDA’s standard services agreement, insurance minimums, and de‑barment criteria.
