Description

The Santa Clara Valley Transportation Authority (VTA) is seeking a qualified construction contractor to convert existing High‑Occupancy Vehicle (HOV) lanes to High‑Occupancy Toll (HOT) express lanes and to add a second express lane along US 101 from the US 101/SR 237 interchange in Sunnyvale to the Taylor Road interchange in San Jose (Phase 5). The contract (C26031F) covers all labor, materials, equipment, supervision and related services required to complete the conversion and new lane construction. The project is funded with federal assistance, has an estimated value of $150‑$165 million, and the base contract term is 1,270 calendar days. Bidders must be pre‑qualified, hold appropriate California contractor licenses (Class A, C‑8, C‑10, HAZ), and meet DBE and labor‑law requirements. The bid submission deadline is 2:00 PM PT on October 29 2026; a pre‑bid virtual meeting is scheduled for October 6 2026 (attendance encouraged but not mandatory). Key dates, required forms, and compliance obligations are detailed in the IFB. • Scope: Convert existing HOV lanes to HOT express lanes and construct an additional express lane on US 101 (Sunnyvale → San Jose). • Contract value: $150‑$165 million. • Duration: 1,270 days (~3.5 years). • Mandatory pre‑qualification and licensing (Class A, C‑8, C‑10, HAZ). • Pre‑bid virtual meeting: Oct 6 2026 (optional). • Bid deadline: Oct 29 2026, 2:00 PM PT. • Award notice expected: Nov 3 2026. • Federal funding compliance required.

Budget estimate

$150,000,000 – $165,000,000

The IFB states the project is estimated between $150 million and $165 million. Assuming the contract award follows the typical “firm‑fixed‑price” or “cost‑plus‑award‑fee” structure for large public‑works projects, the contractor’s revenue would fall within that range. Factors that could shift the final amount include change‑order scope, inflation adjustments, and any performance‑based incentives or penalties stipulated in the contract.
