City of Elk River - Advertisement for Proposals - Parks and Recreation Framework Plan

The City of Elk River is seeking a consultant to prepare a comprehensive Parks and Recreation Framework Plan. The plan will guide long-term development and management of Elk River's parks, trails, facilities, and recreation services. The consultant will engage with city staff, elected officials, and advisory boards to create the plan, which will include an inventory and assessment, system plan, and implementation and sustainability strategy. The consultant will also provide recommendations for system improvements and identification of future needs. The project duration is 12 months, and the city reserves the right to reject any or all proposals. • The consultant will be required to provide inclusive engagement strategies and attend community events to gather input from stakeholders. • The consultant will be responsible for coordinating with city staff and advisory boards to produce framework plan documents and engagement tools. • The city will evaluate proposals based on criteria including project understanding and approach, experience and qualifications, community engagement approach, project team, work plan and schedule, past work and references, and cost/value.
