The City of Eugene is seeking a qualified Owner’s Representative to manage multiple downtown riverfront construction projects under a multi‑year master agreement. The consultant will provide project‑management, design‑management, construction‑management, technical assessment, and commissioning assistance for near‑horizon projects such as Riverfront Connections, Parcel 8 Food Hall, and utility‑resolution work, and will be positioned to support future far‑horizon initiatives. The role does not include design services (those will be procured separately) and must comply with Oregon public‑contracting statutes, including conflict‑of‑interest restrictions.
• Manage the full project lifecycle (pre‑development, design coordination, construction observation, close‑out) for three initial riverfront projects.
• Conduct weekly construction coordination meetings, develop budgets, schedules, and value‑engineering analyses, and serve as the primary liaison between the City, A/E consultants, and contractors.
• Ensure compliance with local statutes (ORS 279B.040), insurance/bond requirements, and support the City’s social‑equity and sustainability policies.
