Request for Qualifications for the Spring Hill Rail Study

The City of Spring Hill (in partnership with the Cities of Fort Scott and Fontana) is seeking a qualified engineering firm to develop a rail corridor plan that evaluates and recommends safety improvements for fourteen at‑grade railroad crossings along the BNSF Fort Scott Subdivision. The consultant will analyze each crossing, assess alternative mitigation strategies, and provide design recommendations for safety upgrades. Funding for the project totals $2.15 million, combining federal, state, and local contributions, and the work will be performed under a competitive RFQ process. • Scope includes data collection, safety analysis, alternative evaluation, and preliminary design concepts for 14 crossings. • Project supported by a Federal Railroad Administration Rail Crossing Elimination Grant ($1.72 M) plus Build Kansas and local match funding. • Deliverables due by October 28 2026, with the selected firm expected to conduct site visits and possibly participate in an interview short‑list.
