Description

The City of Anaheim Public Utilities Department (APU) is seeking qualified manufacturers or distributors to supply single‑phase, 60 Hz, overhead distribution transformers (both natural‑ester and mineral‑oil filled) in a range of kVA ratings (25 kVA to 100 kVA) and voltage configurations for its utility fleet. Respondents must meet IEEE, ANSI, NEMA, and DOE energy‑conservation standards, provide full certification of manufacturing facilities, disclose country of origin, and comply with all federal, state, and local regulations. The contract will be a Master Purchase Agreement with an initial term of one year and up to four one‑year extensions. Proposals are evaluated on technical compliance, past performance, price, lead time (target ≤ 8 weeks for key stock codes), warranty, and support services. Deliveries are to the APU warehouse at 901 E. Vermont Ave., Anaheim, CA 92805, with strict schedule reporting, delay notifications, and liquidated‑damage provisions for critical deliverables. • Supply of overhead distribution transformers (25‑100 kVA, 12 kV primary) – both ester‑filled and mineral‑oil filled. • Must meet IEEE, ANSI, NEMA, DOE 10 CFR 431 standards and all applicable environmental/safety regulations. • Provide detailed production schedule, bi‑weekly status updates, and rapid response to any delays. • Initial contract term 1 year, renewable up to 4 additional years; warranty and U.S.‑based technical support required. • Evaluation criteria: technical compliance, U.S. utility references (minimum 3), price, lead time, warranty/support scores. • Delivery to Anaheim Public Utilities Warehouse; coordination required 24 hrs prior to delivery.

Budget estimate

$5,000,000 – $20,000,000

The RFP does not disclose a total contract value. Based on the scope—supplying a range of 25 kVA to 100 kVA overhead transformers, each unit typically costing between $5,000 and $30,000 depending on rating and fill type—and assuming the City will procure dozens to several hundred units over the initial one‑year term, a reasonable ball‑park for the total award is roughly $5 million to $20 million. Factors influencing the final amount include the mix of ester‑filled versus mineral‑oil units, the exact quantities ordered, any volume‑discount structures, and the inclusion of warranty and on‑site support services.
