RFP360 SFP 2026-22 Privatization

The Virginia Office of the Attorney General seeks private‑practice attorneys to act as special counsel for the Virginia Department of Transportation and other Commonwealth agencies on privatization projects under the Public‑Private Transportation Act (PPTA) and the Public‑Private Education Facilities and Infrastructure Act (PPEA). The work includes legal analysis of PPTA/PPEA concepts, drafting and negotiating a suite of agreements (interim agreements, RFQs, RFPs, comprehensive agreements, design‑build contracts, etc.), evaluating and scoring proposals, coordinating with USDOT, TIFIA, lenders, and equity investors, and providing post‑procurement contract administration and litigation support as needed. • Provide legal assistance for evaluation, negotiation, financing, and administration of PPTA/PPEA projects. • Draft and negotiate multiple agreement types, including interim, comprehensive, and design‑build contracts. • Conduct proposal evaluation, scoring, and liaison with federal agencies, lenders, and investors; offer contract‑admin and litigation support.
