Pharmacy Benefit Manager Auditor

The State of Minnesota is seeking a vendor to provide auditing services of the State's pharmacy benefit manager. The goal of these services is to ensure the State's pharmacy benefit manager is accurately administering the State Employee Group Insurance Program's and the Public Employees Insurance Program's pharmacy benefit in accordance with the contract terms agreed upon between the State and its contracted PBM vendor. The vendor will perform traditional audit services, manufacturer-derived revenue audits, analyses, and reporting to ensure all financial and pricing terms in the State's PBM contract are correctly applied. Some key responsibilities of the vendor include: * Auditing the PBM's administration of the State's pharmacy benefit * Analyzing the PBM's financial and pricing terms * Evaluating the PBM's pass-throughs of manufacturer-derived revenue * Providing written reports of the analysis and results * Recommending opportunities for the State to maximize cost savings The State is looking for a vendor with at least three years of experience evaluating rebate contracts and pass-throughs between PBMs and manufacturers. The vendor must also be free of any conflict of interest with the State's current PBM vendor, CVS Caremark. Some key points to consider: * The initial term of the contract is anticipated to be two years, with the option to extend up to an additional three years * The vendor will be required to provide samples and demonstrations at no charge to the State * The State reserves the right to reject any and all responses, waive or modify any informalities, and negotiate with the highest scoring responder * The evaluation process will include a two-tier scoring methodology, with the first tier evaluating responsiveness and pass/fail requirements, and the second tier evaluating the technical and cost proposals * The State will consider documented past performance resulting from a state contract in the evaluation process * The contract will include mandatory/statutory language required in all state contracts * The final contract terms will be negotiated during the procurement process.
