Description
The Department of the Navy’s Strategic Systems Programs (SSP) is conducting market research to identify firms capable of providing comprehensive Travel Management Office (TMO) support for the Defense Travel System (DTS) and Government Travel Charge Card (GTCC) program, as well as technical and administrative services for the Mail Management Center (MMC). The effort will be structured as a five‑year Firm‑Fixed‑Price, Level‑of‑Effort (FFP‑LOE) contract (10 May 2027 – 9 May 2032) and will require contractors to deliver: • Travel profile creation, maintenance, and in‑/out‑processing within DTS • Help‑desk and user‑support for travelers, reviewers, and approvers • Travel audit, research, and analytical services to ensure compliance with JTR, DoD financial regulations, and GTCC policies • Administrative support for GTCC cardholder onboarding, account validation, and debt monitoring • Full‑service mailroom operations, including receipt, sorting, distribution, and accountability of official mail • Generation of routine operational reports and metrics for senior leadership • Continuous process improvement recommendations and issue escalation. The contractor must possess active security clearances, certifications for DTS, CitiManager, and Visa IntelliLink, and expertise in travel regulations and financial auditing.
