This Request for Information (RFI) seeks market insight on the capability to acquire, document, and securely deliver publicly available voter registration and voter history files from any U.S. jurisdiction for Homeland Security Investigations (HSI) fraud‑detection and data‑segmentation missions. The contractor would be expected to:
• Acquire one voter registration file per identified jurisdiction each year, plus any publicly available voter history files for specified federal elections.
• Follow jurisdiction‑specific legal access procedures and provide chain‑of‑custody, integrity (cryptographic hash), and technical documentation for each file.
• Deliver all data via approved secure electronic transfer, ensuring encryption in transit (and at rest if required).
• Strip prohibited party‑affiliation fields using an auditable “parent‑hash/child‑hash” process while preserving a defensible audit trail.
• Maintain role‑based access controls, audit logs, and retention of documentation per DHS security requirements.
• Respond to HSI technical clarification requests within defined business‑day windows.
The RFI is purely for market research; no funding, award, or contract is guaranteed.
