Pre-Award Synopsis/Notice of Intent to Award Sole Source

The Air Force Materiel Command, Air Force Life Cycle Management Center, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of a FieldFox N9913C portable analyzer and associated test equipment. The contract will be awarded to Keysight Technologies, as they are the only known source capable of meeting the government's requirements. The FieldFox N9913C supports testing of transmission interfaces and performance diagnostics, and it is ruggedized to withstand outdoor/airfield conditions. The key features of the equipment include a touchscreen display, 6-8 hours of operational battery life, and the ability to save and export data. • The equipment is required to maintain NAVAID equipment, including localizer, glideslope, and TACAN systems. • The FieldFox N9913C ensures compatibility with existing RAWS systems and supports mission-critical maintenance requirements. • The contract is expected to be awarded to Keysight Technologies, as they are the manufacturer of the product and have authorized partners as resellers. • The government has conducted market research and determined that there are no equivalent vendors that can meet the stringent technical standards and support mission-critical maintenance and troubleshooting requirements.
