Intent to Sole Source - OECD Work Programme

The Treasury Common Services Center (TCSC) is seeking capability statements, proposals, or quotations to support an OECD‑led Work Programme that implements the 2009 OECD Guidelines on investment screening for national security. The effort consists of two workstreams: compiling a compendium of best‑practice investment‑screening policies and creating an actionable toolkit for governments to establish or strengthen their investment‑security frameworks. The award will be for a twelve‑month period and is intended to be a sole‑source award to the OECD Secretariat unless a qualified response is received by the deadline. • Develop a research‑based compendium documenting good practices in investment‑screening across OECD members and non‑members. • Produce a practical toolkit—including templates, checklists, and implementation guidance—to help governments build or enhance investment‑security frameworks. • Submit a capability statement (max 5 pages) with company details, UEI, product description, contract‑vehicle status, and customer references. • All submissions must be in PDF or non‑macro‑enabled Office formats and emailed to [email protected] by 08:00 AM ET on 7 Oct 2026. • If no suitable response is received, the contract will be awarded directly to the OECD Secretariat on a sole‑source basis.
