SOLE SOURCE: JOHNSON CONTROLS INTERNATIONAL (JCI) FOR ANNUAL SUPPORT AND MAINTENANCE SERVICES FOR THE JCI METASYS BUILDING AUTOMATION SYSTEM (BAS) AT THE HOLLINGS MARINE LABORATORY (HML), CHARLESTON, SOUTH CAROLINA

The National Oceanic and Atmospheric Administration (NOAA) is seeking to negotiate and award a purchase order on a sole source basis with Johnson Controls International (JCI) for annual support and maintenance services for the JCI Metasys Building Automation System (BAS) at the Hollings Marine Laboratory (HML) in Charleston, South Carolina. The sole source determination is based on NOAA's requirement that JCI is the only source capable of providing the services required at the level of quality required because the technical services are highly specialized. The existing BAS at the Hollings Marine Laboratory is proprietary to the JCI Metasys platforms, and only JCI retains the legal and technical authority to access the Metasys programming environment, software licensing, and diagnostic tools. • The period of performance is from the date of award through one year. • The associated NAICS code is 238220, Plumbing, Heating, and Air Conditioning Contractors. • Firms that believe they can fully meet the government's requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact within 15 days after publication of the pre-solicitation notice.
