Description
The State of Vermont’s Agency of Education is soliciting one or more vendors to design, develop, and implement the Vermont Seal of Global Leadership—a statewide graduation‑recognition curriculum that validates student competence in global leadership. The contractor will partner with the agency and key stakeholders to create curriculum frameworks, professional‑development programs, technology infrastructure, communication strategies, and evaluation mechanisms over a five‑year contract period beginning January 1 2027.
• Design and deliver Phase 1 (Civics/American Government + Global Leadership) curriculum by March 31 2027.
• Design and deliver Phase 2 (World History, U.S. History, Financial Literacy) curriculum by March 31 2028.
• Convene working groups, develop frameworks, criteria, and crosswalks to state standards.
• Provide statewide professional development (in‑person and virtual) for teachers, leaders, CTE directors, and homeschool leads.
• Build a student documentation/portfolio system and capstone network.
• Create and execute a multi‑year communication and outreach plan, including multilingual materials.
• Produce annual evaluation, sustainability, and final impact reports through 2029‑2031.
• Ensure all deliverables meet accessibility (Section 508) and branding standards.
