Description
Inland Empire Utilities Agency (IEUA) is collecting lease proposals for the RP‑5 Solids Handling Facility (SHF) site in Chino, CA. The agency seeks energy‑related uses such as anaerobic digestion, biogas/RNG production, or other organic‑waste processing concepts. Respondents must outline a comprehensive site concept, include a technical narrative, equipment reuse plans, permitting strategy, schedule, and any potential power or gas purchase agreements with IEUA. The existing site includes a variety of assets (digesters, boilers, gas storage, compressors, DAF system) provided “as‑is” with no warranties. Respondents bear all costs for permitting (CEQA, Conditional Use, Title V air, brine‑line permits) and any required site upgrades. IEUA will retain the information; no award is guaranteed.
