RFP#2026-010 Comprehensive Plan with a Focus on Economic Development

The City of Eagle Pass is seeking a consultant to prepare a comprehensive plan with a focus on economic development. The plan will guide growth, land use, infrastructure investment, housing, transportation, community facilities, and economic development over a 20-year planning horizon. The selected consultant will work collaboratively with City staff, elected officials, partner agencies, and the public to establish a clear community vision and deliver implementable strategies. Key components of the plan include: • International trade and logistics • Port of entry and bridge-related economic activity • Industrial, commercial, and mixed-use development • Workforce, education, and talent pipelines • Infrastructure capacity and investment readiness • Economic vision and strategy • Workforce and talent development • Trade, logistics, and border economy • Redevelopment and placemaking The consultant will be responsible for preparing a comprehensive plan that is actionable, data-driven, fiscally realistic, and aligned with applicable Texas Local Government Code requirements, regional plans, and the City's strategic priorities. Some of the key tasks and deliverables include: • Project work plan and schedule • Existing conditions and analysis memorandum • Development code alignment recommendations • Draft Comprehensive Plan • Final Comprehensive Plan (digital and print-ready formats) • GIS-compatible maps and data • Public engagement summary • Implementation matrix The City is looking for a consultant with experience in comprehensive planning and economic development, and the ability to work collaboratively with various stakeholders.
