The Department of Veterans Affairs is conducting a market‑research Request for Information (RFI) for its Enterprise Digital Government Enablement (EDGE) initiative. The VA intends to award multiple‑award Blanket Purchase Agreements (BPAs) under the Alliant 3 Government‑Wide Acquisition Contract (GWAC) to provide enterprise‑wide digital transformation services, including low‑code/no‑code platform development, cloud‑based SaaS/PaaS solutions, AI/ML integration, and large‑scale agile delivery. Although responses are not required, vendors are invited to submit capability statements that demonstrate experience with high‑volume LCNC projects, multi‑tenant SaaS architectures, and VA‑specific security and compliance frameworks. The anticipated procurement will be released in December 2026, with three BPA awards (subject to change).
• Scope: Digital modernization, LCNC platform delivery, cloud services, AI/ML integration, and ongoing IT Operations & Maintenance.
• Contract vehicle: Alliant 3 GWAC, multiple‑award BPA, base 12‑month period with up to four 12‑month options (max 60 months).
• Key requirements: Proven ability to support ≥ 75 concurrent LCNC projects, ≥ 75 k end‑users, and millions of daily transactions; compliance with VA Zero‑Trust, FedRAMP, HIPAA, Section 508, and other federal security standards.
