Sole Source - Phase 2 and 3 Oregon Data Improvement

The Oregon Department of Human Services is awarding a sole‑source contract to The Back Office Cooperative for Phase 2 (and potential Phase 3) of the Oregon SNAP Employment & Training “Success Framework Data Project.” The effort centers on maintaining and expanding data‑collection, measurement, dashboard, and analytical‑tool infrastructure originally built in Phase 1, as well as providing research, training, and project‑coordination services. The work is highly specialized, requiring continuity of proprietary data systems and expertise retained by the contractor. • Implement and refine data‑collection processes and measurement structures for SNAP E&T outcomes. • Design, enhance, and launch dashboards and analytical tools for program stakeholders. • Produce and disseminate a Data‑Usage Guide, and deliver provider‑data capacity‑building training. • Conduct provider, staff, and participant research, and manage ongoing project coordination, reporting, and evaluation. • Potentially extend services into Phase 3, with a contract term that may be lengthened up to two additional years.
