Construction Management & Observation Services for Chimbole Center-Library (Phase 1) Remodel and Renovation

The City of Palmdale is seeking a qualified firm to provide construction‑management and observation services for the Phase 1 remodel and renovation of the Chimbole Center‑Library. The contractor will conduct a constructability review of plans and specifications, act as the Construction Manager under the direction of the City’s Project Manager, and provide a full‑time construction observer for the duration of the project. The scope is limited to professional services—no physical construction work is required—but includes schedule of values preparation, payment application coordination, and compliance with AIA contract documents. • Conduct constructability reviews and advise on cost‑effective construction methods. • Serve as Construction Manager, overseeing all on‑site construction activities, coordination, and reporting. • Provide a dedicated construction observer to monitor progress, quality, safety, and schedule adherence throughout the project. • Prepare and submit required Schedule of Values, payment applications, lien waivers, and close‑out documentation in accordance with AIA G702/G703 procedures.
