The State of Michigan’s Department of Environment, Great Lakes, and Energy (EGLE) is issuing an RFP to procure a contractor that will develop and implement a Pollution Prevention & Food Waste Reduction Technical Assistance Program (P2 & Food Waste Reduction TAP) for the state. The contractor will be responsible for creating program materials, delivering training and outreach, providing technical guidance to state agencies and local entities, and establishing reporting mechanisms. Technical evaluation will focus on the proposed project plan, key personnel, and prior experience, with a minimum score of 80 required before price evaluation. The award will be based on best value, not necessarily the lowest price, and the contract may be subject to State Administrative Board approval if the value exceeds $250,000. All proposals become public records upon submission.
