The U.S. Department of Energy is seeking proposals for the development of artificial intelligence infrastructure and energy generation on DOE land at the Oak Ridge Reservation in Tennessee. The project aims to enhance national AI computing capacity and support DOE mission priorities in science, energy, and national security. The proposal should include a project plan, organizational structure, experience, and past performance, as well as financial capability and return to the government. The project will be located on approximately 245 acres of land, with two areas of consideration: Site Area A for AI data center development and Site Area B for AI data center and/or energy generation infrastructure facility.
• The project requires the design, financing, permitting, development, construction, installation, ownership, maintenance, operation, and decommissioning of AI data center and/or energy generation infrastructure.
• The proposal should include a plan for new energy generation or a partnership with a new energy generation effort in the region.
• The project should minimize risk to the government and be compatible with the government mission and adjacent government uses at DOE Oak Ridge, TN Site.
• The project should also minimize and/or mitigate environmental and cultural impacts.
• The government is open to considering proposals that integrate innovative energy generation and storage technologies with the AI data center infrastructure.
