The County of Missoula is seeking a qualified facilitator to design, lead, and deliver a comprehensive strategic planning effort for the COMPASS Phase 1 pilot focused on adult behavioral health. The contractor will develop governance frameworks, conduct system‑wide analyses, produce data‑driven outcome measures, and compile final public reports and readiness recommendations for Phase 2. The effort is funded by state and local grant dollars totaling $75,000 and runs for a one‑year base period beginning 1 Mar 2026.
• Design and deliver a commission charter, work plan, and decision‑making templates.
• Map cross‑system landscapes, identify gaps, and produce current‑state pathway analyses.
• Create KPI dashboards, data‑stewardship plans, and a public‑facing pilot report.
• Provide priority‑setting recommendations and Phase 2 readiness memos for elected officials and funders.
• Manage stakeholder engagement across behavioral health, justice, housing, and community partners in Missoula County.
