Description

The County of Orange Probation is seeking a qualified firm to design, implement, and manage the Active Recidivism Reduction Initiative Via Engagement (ARRIVE) for high‑risk youth and their families. The contractor will provide individual and group services, case planning, bi‑weekly multi‑system meetings, data collection, and quarterly reporting for up to 75 participants. The contract is initially for one year with the possibility of four additional one‑year renewals. Minimum qualifications include at least five years of experience delivering similar ARRIVE‑type services, the ability to operate within Orange County, and compliance with County budgeting and reporting requirements. Proposals are to be submitted electronically by October 27, 2026, with a pre‑proposal virtual meeting on September 29, 2026 (non‑mandatory). Evaluation will consider experience, staffing, program outcomes, and cost.

Budget estimate

$500,000 – $1,200,000

The solicitation does not disclose a budget. Based on comparable county‑funded youth intervention contracts that serve up to 75 participants over a one‑year period, annual costs typically range from $500,000 (lean staffing, modest incentives) to $1,200,000 (full multidisciplinary team, extensive data reporting, and incentive structures). Factors influencing the final amount include the contractor’s staffing mix, the level of supplemental services (e.g., transportation, materials), and the inclusion of performance‑based incentives.
