The New York City School Construction Authority (SCA) is issuing an RFQEI to obtain qualifications from firms capable of developing a comprehensive Pedagogical Strategic Master Plan for NYC public schools. The effort will update and expand the SCA’s existing design standards, incorporate evidence‑based K‑12 design, and produce actionable recommendations that will feed into the agency’s 2025‑2029 capital planning. The scope includes data collection, stakeholder workshops, detailed review of current standards, development of new design guidelines (room planning, lab design, sustainability, technology integration, safety, etc.), cost estimating, and preparation of deliverables in multiple formats.
• Develop a strategic master plan aligned with NYCDOE pedagogical needs and future capacity forecasts.
• Update/expand design standards covering architecture, engineering, interior spaces, sustainability, accessibility, and security.
• Engage NYCDOE, community groups, and SCA staff through workshops, surveys, and benchmarking sessions.
• Deliver reports, graphics, specifications, and implementation road‑maps in InDesign, PDF, and PowerPoint.
• Provide cost estimates to inform the SCA’s multi‑year capital plan.
