Description

The New York City Department of Correction is seeking a sole‑source agreement with Willo Products Company, LLC to provide proprietary alarm and locking mechanisms for its detention facilities. The procurement covers the supply, installation, and maintenance of high‑security components—including wedges, tamper alarms, grippers, and high‑intensity LED lock receivers—to upgrade cell doors across DOC facilities. The contract value will not exceed $27.5 million and spans a three‑year period beginning January 1 2027. While the agency has identified Willo as the exclusive source, other vendors may submit an Expression of Interest by the stated deadline. • Provide and install Willo‑manufactured alarm and locking systems compatible with existing DOC infrastructure. • Deliver full documentation, pricing, product samples, and photos as part of the Expression of Interest. • Support the three‑year contract with ongoing maintenance, parts replacement, and technical assistance. • Ensure compliance with NYC correctional security standards and procurement policies. • Submit EOIs via the NYC PASSPort system under EPIN 07227Y0408 by September 16 2026.

Budget estimate

$12,000,000 – $16,500,000

The maximum contract value is $27.5 million over three years. Assuming typical profit margins for security‑system integration projects (15‑20 % after costs), the vendor could expect net earnings in the $4 – $5.5 million range annually, totaling roughly $12 – $16.5 million over the contract term. Factors influencing the final budget include the exact scope of maintenance services, parts replacement volume, and any ancillary consulting or training work required.
