Description
Spokane International Airport is seeking a qualified consulting firm to provide on‑call, multi‑year air‑service development services. The consultant will define the airport’s market, conduct catch‑area and service‑area analyses, develop route opportunity studies, create presentations for airlines and stakeholders, advise on incentive programs, and supply ongoing airline‑schedule and passenger data. The engagement is time‑and‑materials with a not‑to‑exceed ceiling, runs for a base three‑year term with two optional one‑year extensions, and may involve multiple firms selected for on‑call work.
• Conduct market, catch‑area, and service‑area analyses using demographic, migration, and cellular data.
• Produce route feasibility studies, traffic and revenue forecasts, and comparative attractiveness data for targeted carriers.
• Create customizable presentation decks, support airline negotiations, and develop incentive program examples.
• Provide continuous airline‑schedule monitoring, data reporting, and ad‑hoc analyses (cargo, new entrants, etc.).
• Supply staffing plan with hourly rates and estimated hours per month; deliver work samples on a USB drive; adhere to public‑records and insurance requirements.
