RFP for JD22 Fiscal Agent

The State of Colorado’s Division of Youth Services is seeking a qualified vendor to act as the fiscal agent and formal employer for the 22nd Judicial District Colorado Youth Detention Continuum (CYDC) program for fiscal year 2026‑27. The vendor will manage approximately $193,607 in CYDC and Marijuana Tax Revenue (MTR) funds, serve as the umbrella employer for CYDC staff, handle payroll, benefits, and HR functions, develop and oversee sub‑contracts with service providers, provide monthly budget reports, conduct audits, and attend regular JSPC meetings. The contract’s base term runs from January 1 2027 to June 30 2027 with up to four optional one‑year renewals, subject to funding.
