Power Plant Needs Assessment Services

The City of Pasadena is seeking proposals from qualified firms to provide expert advice on various aspects of the Glenarm Power Plant's operations, specifically with maintenance and optimization. The desired vendor will have experience identifying areas for improvement by conducting a needs assessment, implementing solutions that increase efficiency, reduce costs, and improve safety, and developing a roadmap. The scope of work includes a comprehensive needs assessment for the power plant facility, evaluating current operations, identifying areas of improvement, ensuring compliance with local and federal regulations, and developing recommendations for future enhancements and upgrades. The assessment will be conducted in three phases: Facility Assessment, Site Evaluation, and Needs Analysis. Key aspects of the job include: • Conducting a thorough evaluation of the existing power plant infrastructure • Reviewing operational procedures and maintenance practices • Interviewing key staff on their roles, needs, and priorities • Performing regulatory compliance checks to ensure adherence to local, state, and federal guidelines • Assessing current conditions and the power system's needs over time • Developing a strategic and actionable roadmap to ensure the efficiency, safety, and sustainability of the power plant facility
