Description

The Capital Improvements for At-Risk/Receivership/Substandard/Troubled PHAs program provides competitive awards to Public Housing Authorities (PHAs) that are either in receivership, designated troubled or substandard, or otherwise high risk. The program aims to improve the physical condition of public housing and increase occupancy and reduce long-term vacancies through capital investment. Eligible applicants include PHAs with the legal authority to develop, own, modernize, and operate a public housing project. The program has a total funding of approximately $11,500,000, with a minimum award of $250,000 and a maximum award of $3 million. The project period is 48 months. Key activities include improving the physical condition of public housing and increasing occupancy and reducing long-term vacancies. Some key points to consider: • The program is authorized by Section 9 of the United States Housing Act of 1937. • Funding is available for public housing asset improvement in two areas: physical condition and management. • Eligible activities include capital improvements to improve the physical condition of public housing and increase occupancy and reduce long-term vacancies. • The program has specific requirements for application contents and format, including standard forms, assurances, and certifications, budget, and narratives and other attachments. • Applications will be reviewed based on threshold requirements, merit review, and risk review. • Award recipients will be required to submit performance, financial, and program reports, and to use the Energy and Performance Information Center (EPIC) to complete annual reports. Some benefits of this program include: • Improved physical condition of public housing • Increased occupancy and reduced long-term vacancies • Enhanced management of public housing assets • Support for PHAs to develop and implement comprehensive strategies for improving public housing assets. However, some challenges and considerations include: • The program has specific eligibility requirements and restrictions on project activities • The application process is competitive, and funding is limited • Award recipients will be required to comply with specific reporting and administrative requirements.
