D--SPECIAL NOTICE OF INTENT TO AWARD TO SOLE SOURCE

The U.S. Fish and Wildlife Service intends to award a sole source contract to the International Air Transport Association (IATA) for the provision of access to the IATA Live Animals Regulations (LAR) and Perishable Cargo Regulations (PCR). The contract aims to equip Wildlife Inspectors and Convention on International Trade of Endangered Species of Wild Fauna and Flora (CITES) Policy Specialists with essential access to these standards. The IATA LAR and PCR establish global standards for the transport of live animals and plants and are incorporated by reference in U.S. regulations governing wildlife imports. • The contract is for a base plus two-year period. • The IATA LAR and PCR are critical for inspectors and CITES Policy Specialists to ensure compliance with national and international requirements. • The contract is valued at under $350,000, which is the simplified acquisition threshold. • The U.S. Fish and Wildlife Service has determined that IATA is the only source for the LAR and PCR.
