The California Public Utilities Commission is seeking a single‑source contractor to provide comprehensive administration, oversight, and technical support for the state’s portion of the federal Broadband Equity, Access and Deployment (BEAD) program. The effort includes grant administration, sub‑grant monitoring, environmental (NEPA/CEQA) coordination, broadband performance testing, GIS mapping, audit readiness, and event planning over a multi‑year term. The contractor must staff at least 11 FTEs (including two California‑licensed professional engineers) and meet a 3 % DVBE participation threshold. Payments are unit‑based (cost‑per‑unit × actual units) with a $250 k unanticipated‑tasks reserve and a $5.1 M travel allowance.
• Manage BEAD grant reporting, semi‑annual/annual performance reports, and fraud‑waste‑abuse disclosures.
