Description
The Southeast Pennsylvania Council of Governments (SEDA‑COG) seeks a qualified energy auditor to perform comprehensive weatherization‑related energy audits across seven counties in Pennsylvania. The auditor will conduct blower‑door testing, heating‑appliance efficiency testing, develop detailed work orders, provide energy‑education sessions for homeowners, and manage all required documentation and data entry into the HEAT and HANCOCK/MINT systems. Audits must meet extensive OSHA, DOE, PA L&I, and BPI certification requirements, and the auditor must supply calibrated testing equipment and maintain appropriate records. Proposals must be sealed, 8‑10 pages, and include experience, prior contracts, cost proposals, timelines, and references. The contract period covers the 2026‑2027 fiscal year, with payment per completed audit to be determined after award.
