The City of Cortez is seeking a qualified planning consultant to develop a Strategic Growth element and a Water Supply element for its Comprehensive Plan. The selected consultant will work closely with City staff to support the development and formal adoption of these elements, which will provide a roadmap for the City to prioritize parcels for in-fill development, preserve existing open space and agricultural demand, and link existing data about water resources and infrastructure with measurable goals and policy recommendations. The project term is expected to be six months, with a possible extension. The consultant will be required to attend staff and stakeholder meetings, deliver public presentations, and provide a cell phone, laptop computer, and personal vehicle. The City will supply office space, a City email address, and other necessary equipment and supplies.
Key aspects of the project include:
• Developing and implementing a community engagement strategy to inform the Strategic Growth and Water Supply Elements
• Facilitating the creation of the City's Strategic Growth Element, including analysis and policy recommendations
• Facilitating the creation of a City Water Supply Element, including analysis and policy recommendations
• Effectively integrating findings from community engagement, primary and secondary data, and existing City plans
• Undertaking a policy scan to determine whether existing codes are in conflict with the findings of the Strategic Growth and Water Supply elements
• Proposing recommendations to City staff, Planning and Zoning Commission, and Council on the findings as they relate to the future uses of water, per different growth and climate-related scenarios
