Description

The Knoxville's Community Development Corporation (KCDC) is seeking a Construction Manager at Risk (CMAR) for the renovation and expansion of the 7,000 square foot existing Boys & Girls Club at KCDC's most recent redevelopment project known as Transforming Western Heights. The project includes the renovation and select interior demolition of the existing club, an 8,000 square foot expansion, a new outdoor play area, and a new parking lot. The CMAR will provide preconstruction services, including review and critique of design documents, input on construction feasibility, and development of a Guaranteed Maximum Price (GMP) proposal. The CMAR will also manage the construction of the project, including overseeing and managing all trades, and providing close-out services. Key points to consider: • The project is expected to be owned by KCDC or a subsidiary of KCDC. • The project will be capitalized with a variety of financial sources, including new market tax credits. • The CMAR will collaborate with the Owner, Owner's Representative, and architect during the preconstruction phase. • The CMAR will provide a GMP proposal to construct the project, and the Owner will issue a contract for the construction phase without additional public competition if the GMP is accepted. • The project is subject to various federal, state, and local codes, ordinances, and regulations, including the Davis Bacon requirements and Section 3 of the HUD Act of 1968. • The CMAR must comply with KCDC's insurance requirements and provide proof of insurance. • The CMAR must also comply with KCDC's subcontracting requirements, including the requirement to schedule and conduct a Pre-Solicitation Conference for subcontractors.

Budget estimate

$6,250,000 – $7,500,000

Based on the construction budget of approximately $6,250,000, the budget for this project could be in the range of $6,250,000 to $7,500,000, considering the CMAR's fees, overhead, and profit. The actual budget will depend on the CMAR's proposal, the Owner's acceptance of the GMP, and the final construction costs.
